Recharge speeds and unlock levels are Activision’s. The planner only does the arithmetic: what you have at your level, and what is fast enough to use every round. It is not a tier list and it does not estimate win rate.
What the planner is for
The guide publishes a Recharge Speed for every Field Upgrade and a player level at which each one unlocks. That is enough to answer the question the inventory screen cannot: at my level, what do I have, and which of it comes back fast enough to matter?
How to read the result
Everything green is Fast, which means you can realistically run it every round. Medium sits between: usable most rounds, not every one. Slow is a once-a-round answer. Anything grey is still locked at the level you entered.
The pairing that matters
Resupply is the only Perk that improves the Field Upgrade slot directly: "Equipment recharges over time and maximum capacity is increased by 1. Field Upgrade earn rate increased." If you are planning a single device you use all match, a Fast or Medium recharge plus Resupply is the combination the published numbers support.
