Every description and every unlock level on this page is Activision’s own. The builder does the arithmetic and points at what each Perk names, because several Perks list the exact systems they affect, and that list is the answer to what to carry against them.
Why a builder and not a list
The launch guide gives each Perk one sentence, and that sentence usually names other parts of the game. Ghost names the four things that cannot detect you. Cold-Blooded names six. Scavenger says launcher ammo is not included. Resupply is the only Perk that touches the Field Upgrade slot. Those lists are the useful part, and they only appear once you put the Perks next to each other.
The level arithmetic
Each Perk has a player level at which it unlocks, and the guide lists them from level 4 up to level 48. A three-Perk class therefore has a hard requirement: the highest level of the three. The builder shows that number next to your current level, so you can tell whether a class is available to you now or is a level away.
Two Perks that cannot stack
The guide lists High Alert among the things that cannot detect a Cold-Blooded. High Alert is itself a Perk, so taking both means one of them is doing nothing for you against the other. That is stated in the official wording rather than inferred, and it is the kind of pairing that is easy to build by accident.
What this page does not do
There is no ranking here, no synergy score and no win rate. Activision has not published which Perk combinations perform best, so any site that ranks them is making it up. What the guide does publish is the effect text, the unlock level, and in several cases the exact list of systems a Perk applies to, and that is what this tool shows.
